When creating a Purchase Order, if a notes line is added after a product line and the Purchase Order is Ordered without being saved first, the next time that Purchase Order is opened, the notes line will be the first line of the order.

Currently the only known workaround is to Save the Purchase Order after adding the notes line, then choose Order. This prevents the lines from changing order when the Purchase Order is reopened
